Health care costs in Oregon have been soaring in recent years, and not only due to the COVID-19 pandemic. So what’s driving the hikes, can the health care community and the state get back on track, and what role could the state’s new cost-control law play?
Join Oregon Health Forum for an in-person discussion featuring moderator Jack Friedman and other health care leaders as they examine the problem and potential solutions.
Moderator

Jack Friedman – Former Chief Executive Officer, Providence Health Plan
Jack Friedman was the CEO of Providence Health Plan for 17 years, before retiring in 2015. Previously, Jack was Chair of the SB 889 Commission, which established Oregon’s health care cost growth target. He is also current Chair of PacificSource Health Plans and serves on the Legacy Health System Board.

Charlotte Flood – Chief Executive Officer, Northwest Primary Care
Charlotte Flood is CEO of Northwest Primary Care with 40 years of experience in the health care industry, including 25 years as an executive. Flood has been engaged in all aspects of integrated delivery systems, most recently working primarily with independent medical groups.

Sarah Bartelmann – Cost Programs Manager, Oregon Health Authority
Sarah Bartelmann is Manager of the Cost Programs Team at OHA, where she oversees initiatives like the Sustainable Health Care Cost Target Program, which evaluates health care entities’ spending patterns and assesses justifications for cost increases with a commitment to addressing affordability concerns and ensuring health care costs grow sustainably.

Felisa Hagins – Executive Director, Service Employees International Union Oregon State Council
Felisa Hagins is Executive Director of SEIU State Council, the political arm of SEIU Locals 503 and 49, consisting of 87,000 members. Felisa has dedicated her career to advocating for fair labor practices and economic equity, striving to implement strategies that elevate economic prosperity across all sectors.

Lindsay Harris – Senior Vice President & Chief Commercial Officer, Regence
Lindsay Harris is Senior VP & CCO of Regence where she leads the day-to-day performance and growth of Regence’s health plan business across a four-state footprint. Harris has more than 20 years of experience in health care, building and leading high-performing teams, most recently as president and CEO of Healthcare Management Administrators.

Sean Kolmer – Executive Vice President of External Affairs, Hospital Association of Oregon
Sean Kolmer leads the advocacy and communications teams at the Hospital Association of Oregon, where he leverages his health care policy experience to build coalitions and advance priority legislation for hospitals and their communities. Previously, Sean worked as senior advisor in the offices of Gov. John Kitzhaber and Gov. Kate Brown.
